They do have a limit on it now...

The NFL Draft is getting so out of hand.. If Stafford or any other top ten draftee ends up being a bust it could potentially set back that franchise back several years. That reason alone is why teams are afraid to draft in the top ten and the only way to fix it is to have a rookie salary cap. It has already proven to work in the NBA and would work in the NFL. It benefits both Player and Team.
