I updated the WR post with this info, but according to ESPN.com's Mike Sando, a player needs to be on the 45-man active roster for nine games before they burn their practice squad eligibility. This means Dominique Zeigler is eligible for the practice squad this coming season. Might change the conversation a little bit.

That's not the only limitation, though.
A player also can’t be on the practice squad if he’s already been on a practice squad for two previous seasons. I’m not 100% sure, but I think Zeigler fails that requirement.

I believe there’s an exception for a third season. Here’s the entire wording from the CBA. It does mention the nine game rule as well:
The practice squad shall consist of the following players, provided that they have not served more
than two previous seasons on a Practice Squad: (i) players who do not have an Accrued Season of NFL
experience; and (ii) free agent players who were on the Active List for fewer than nine regular season games during their only Accrued Season(s). An otherwise eligible player may be a practice squad player for a third season only if the Club by which he is employed that season has at least 53 players on its Active/Inactive List during the entire period of his employment.

How often is it that team’s don’t have 53 players on their roster? I always thought that rosters pretty much stay pegged at 53. If one goes on IR, they quickly sign a new guy.

If you release a guy or put a guy on I/R, the 3rd year practice squad guy would either go on your roster or be declared a free agent. I’m going to do some more research into this (others are welcome to as well).

Don't really have time
to do the research right now, and my memory may be a bit shakey on this. But I seem to remember that for a couple weeks during the season, the Niners had a spot or two open on the 53 man roster that they didn’t fill because there was no one they could get that would break into the 45 man game day roster, so they didn’t see the need to grab someone just for practice. Am I remembering correctly, or am I off. And would that mean that since (if I remember correcty) the 53 man roster wasn’t full, than he would not be eligible since they could have brought someone up from the practice squad?
Again, I could be way off, but there is something sticking out about this in the back of my head.

I seem to recall times when the team had an open spot. I can’t remember the exact details but they kept it free for some reason.
