Fooch's Update: Matt Maiocco had this intriguing update:

We thought there might be some roster moves in mind for the 49ers, but this one certainly is an interesting one. Per Adam Schefter, the San Francisco 49ers have signed wide receiver Chris Harper from the Seattle Seahawks practice squad. The 49ers have not announced the move and there is no specific word on who would get cut to accommodate Harper.

The folks at Field Gulls seem to like Harper, and it looks like many were expecting him to get claimed off waivers. The Seahawks selected Harper early in the fourth round of this year's draft. Harper stands 6'0, weighs 229 pounds and ran a 4.50 40. Harper initially went to college to play quarterback, starting off at Oregon before transferring to Kansas State.

NFL.com had a few thoughts on his strengths and weaknesses coming out of school:

STRENGTHS

Size/speed combination is impressive. Cornerbacks trying to press him at the line see his quickness and pure acceleration down the sideline. On crosses, sells the outside routes before planting his foot to get inside position. Harper uses his size to his advantage, often shielding defenders. He also possesses a very strong set of hands that he uses to out-muscle smaller defensive backs. Very adept at catching the ball off of his frame. He is also very tough to bring down with the ball in his hands.

WEAKNESSES

Could finish plays more consistently, as he will stand around a bit while his quarterback is trying to scramble and doesn't always sustain his blocks despite his aggressiveness. A bit stiff in the hips. Fought an ankle injury in 2011. Hasn't been immensely productive.

Field Gulls had some interesting discussion on Harper using Nike's "SPARQ rating", in measuring "athletes" by position. According to SPARQ, which I'm still trying to figure out, Harper measured out as the fourth best overall athlete at the wide receiver position. Take that however you want.
