We're back for the 28th pick of the 2014 Niners Nation Community Mock Draft. You can see previous picks below in the draft table. You can also follow the mock draft board through this story stream.

With the 28th pick of the 2014 NFL Draft, dave.bocchino and the Carolina Panthers select Allen Robinson, WR, Penn State. He also considered UCLA offensive lineman Xavier Su'a Filo, USC wide receiver Marqise Lee, and Virginia offensive tackle Morgan Moses. Here are his thoughts on the pick:

I get the feeling that some people are going to be left wondering how I don't take Morgan Moses here with the retirement of Jordan Gross and a glaring need at left tackle. While I agree that Cam Newton needs to stay on his feet to throw the ball, the truth is, I don't find Morgan Moses to be a first round talent. Last season the Panthers ran the ball on 483 plays while they called a pass play 473 times. So as you can see, the Panthers run just as much as they pass. My biggest criticism of Moses is that he's a terrible run blocker. He lacks the athleticism to reach the outside on stretch plays (which the Panthers run a lot of) and I often see him struggle to gain leverage, as well as reach the 2nd level. For this reason I don't see him as a good fit for Carolina but felt the need to include him as an alternate because he may be a guy the team considers.

If I'm the Panthers and OL is my number one priority, I'm drafting Xavier Su'a Filo out of UCLA with what's available. This is a guy who possesses great athleticism and opened up holes all year for the Bruins. He hasn't played tackle since 2009 but he has the quick feet to be able to slide with protection and create a pocket. In my mind, he would be the best replacement for Jordan Gross.

All things considered, I envision Allen Robinson as a Pro Bowl caliber player and this is why he is my selection for the Carolina Panthers at 28th overall. It's no secret that the WR cupboard was left bare for Carolina this off-season. 96 percent of the production from wide receiver last season has left in free agency (Steve Smith, Brandon LaFell, Ted Ginn) and the shelves need to be restocked. Carolina was able to make a few additions of their own in free agency but there hasn't been that one guy to get really excited about. Both Cotchery and Avant are north of 30 and their better days seem to be behind them. Cotchery hasn't recorded a 600+ yard season since 2009 and Avant has never surpassed 680 yards in his 8 year career. Cam Newton will need someone a little more reliable and for years to come.

At 6'3 209lbs, Robinson has the elite physicality you look for in a true No. 1 receiver. His fastest 40 time was only 4.56 but this guy is deceptively fast. His quickness in and out of routes is what separates him from a guy like Kelvin Benjamin. Robinson also boasted one of the better vertical jumps at the combine. When you look at the average NFL CB standing at 5'11 and see a guy like Robinson standing 6'3 with a 39" vertical, it's hard not to gush over the possibilities. Aside from his physical attributes, Robinson has shown he can make the game saving play on big stages with his late-second catch against then-ranked No. 18 Michigan.

Trevor Woods: The Panthers receiving group is the most underwhelming in all of football at the moment and Cam Newton needs a lot of help. Receiver will be the choice for the Panthers in round one and I love the choice of Robinson. His film is great and would provide Newton with an option that has the combination of height and speed. To go along with those attributes Robinson is hard to take down after the catch and has reliable hands. I expect Robinson to go in this range, maybe slipping into the second. If it wasn't for the uncertainty of Chris Culliver's legal troubles, I would have loved for the 49ers to draft a receiver in two picks and draft Robinson. Good pick, it at least gives the Panthers passing game some hope.

Nick Chiamardas: Robinson's stock has stabilized a bit after dropping dramatically this off-season. At one time, he was considered the third or fourth best receiver in the draft only to seemingly be passed by the likes of Kelvin Benjamin, Marqise Lee, Davante Adams, and Donte Moncrief. After a solid pro day, Robinson at least put himself back in the conversation for a late first/early second round pick. Too many body catches and a lack of separation speed worry me. I think the Panthers would have been better served to grab Lee or Benjamin with this pick.
