49ers have had good clean OTAs this offseason. In spite of the many distractions, the team has been focused in their practices and no major injuries have occurred. The roster does have a lot of turnover, but that is quite normal in the free agency era. It does however make it difficult to gauge how well this team will do this season.
Preseason games should give better insight than team practices, but until the regular season games are played, I would not be willing to take a guess. I will remain quietly optimistic that somehow this team finds its way to being competitive. The playoffs seems like a distant possibility, but I do remember that the situation was very similar during Jim Harbaugh's first year and that turned out pretty well.
